Inspired by analogies between number fields, function fields, and 3-dimensional manifolds, we will define certain arithmetic invariants of Galois covers and of p-adic etale local systems by imitating classical constructions of Dijkgraaf-Witten and Chern-Simons. We will discuss various conjectures and results about these invariants.
